A Message to our Suppliers Regarding eProcurement Registration Fees
DGS wants to assure you that there is NO FEE for any supplier to register, receive email or fax notifications, download or respond to State of California bid solicitations, or for being awarded a State contract. At no time do we require suppliers to enroll in any paid subscriptions to view California State bidding opportunities (for example, BidSync's own BidLync.) Such subscription services are optional to you and the State neither endorses nor is affiliated with them.
Please be aware that BidSync, which is the State of California's contractor for its eProcurement system, also hosts the bid sites for many other procurement organizations. Those bidding opportunities may require a fee.
We want to make things easier for you to become registered on the California BidSync system and also to get certified as a State of California Small or Disabled Veteran Business Enterprise firm. To that end, we have placed a videotaped webcast and registration and "opt out" instructions on this website at www.documents.dgs.ca.gov/eprocure/steps.pdf to register with bidsync.pdf.
We recognize that the transition to this or any new system will not be without obstacles for both State of California buyers, and our supplier community. In the long term, however, we think that eProcurement will provide far greater transparency into our buying processes and greater access to State of California contracting opportunities.
What are the Benefits?
Consolidated procurement services are accessible through a single web-portal, which provides a more streamlined approach to conducting business with the State of California
- No special hardware or software is needed. eProcurement is web-based and accessible via the Internet from anywhere in the world at any time
- Submit bids/proposals online or via traditional paper methods
- Real-time transaction status--Know where a transaction is throughout the life of the procurement/contracting process
- Public transparency of the State's procurement and contracting activities--logon to view available public information at any time
What's the Impact?
eProcurement's goal is to have minimal disruption in the way suppliers conduct business with the State while increasing the customers' overall experience. The single-portal eProcurement system replaces the following DGS-PD procurement services that used to exist on various DGS-PD websites:
- California State Contracts Register (CSCR)
- State Contracting and Procurement Registration System (SCPRS)
- Online Small Business and Disabled Veteran Business Enterprise (SB/DVBE) queries
- Online SB/DVBE certification application
- Consolidated access to all leveraged procurement agreements (LPAs)
Data entered into the SCPRS prior to eProcurement's launch will remain on DGS-PD's
website. All SCPRS data entered post system implementation will be accessible via eProcurement (approximately a month after implementation)
Supplier Registration in eProcurement
There is no fee to register, receive Email or Fax notifications, download or respond to the State of California bid solicitations on eProcurement. Select the one-time "Free Registration" and follow the prompts. The fee-for-service items that appear on the registration page are additional services offered by BidSync (the eProcurement contractor) of which the State of California is not affiliated or does not endorse.
All suppliers that wish to do business with the State of California via the eProcurement system must do a quick registration to obtain a user name and password into eProcurement. From that point forward, you will only need one user logon for all eProcurement functions. All previous user logons to DGS-PD's websites will no longer be valid, including the CSCR Subscription Outreach Service, and if you are an SB or DVBE supplier, the SB/DVBE certification application website. As a registered eProcurement supplier you can at any time:
- Receive E-mail or Fax notifications regarding State business opportunities and other related correspondence
- View, download and/or electronically respond to solicitations posted in the California State Contracts Register (CSCR) and any other nationwide opportunities that are posted via BidSync.
- View the status of any non-confidential procurement or contracting transaction
To register, suppliers must go to BidSync's supplier registration. Once your account has been activated you will want to verify that your information and business classification code(s) are accurate to ensure you receive all correspondence and business opportunities associated with your area(s) of interest. You will receive a registration confirmation/welcome to BidSync email. You should receive bid notifications matching your preferences as soon as they become available in the system. You have the option to opt out of receiving notifications; however, please note that the opt-out action removes you from all communications and notifications from the State's acquisition arena, including SB/DVBE certification, if applicable.
Are suppliers required to use and/or register in eProcurement?Not registering in eProcurement does not preclude any supplier from doing business with the State. The drawback is that you will not be able to conduct business with the State via the eProcurement system and it will extend your wait times to manually process anything you submit in paper.
How Much Does it Cost?
There are no new fees to register or use the eProcurement system. However, any pre-existing fees associated with routine procurement and contracting activities remain in effect.
Currently a California-certified SB or DVBE?
If you are currently certified as a SB or DVBE with the State of California, you must still register in eProcurement to activate your supplier user profile. However, all of your existing business and certification information has been securely transferred into eProcurement.
